On a freezing February night in Buffalo, New York, 56-year-old Nurul Amin Shah Alam, a legally recognised refugee from Myanmar, lost his life after being abandoned by agents from the United States’ federal immigration enforcement apparatus. Mr Shah Alam, who was almost blind, spoke little to no English, and could
